Non-Photographic URL List

Block access to cartoons, drawings, CGI and other non-photographic representations of child sexual abuse on your network with our Non-Photographic Imagery URL List (NPI URL list).

We know that it’s not just photographs and videos of child sexual abuse that criminals post or share online. In recent years, computer-generated imagery (CGI), drawn or animated pictures of children suffering abuse has been circulated on the web.

This is called non-photographic imagery (NPI). And we know that accidently viewing child sexual abuse material online, even if it is CGI, drawn or a cartoon, can cause lasting damage for the person who stumbled upon it. It’s also illegal in the UK to host this type of material.

So, we’ve developed a service to help companies keep their platforms free from this disturbing imagery. Our NPI URL List helps block access to cartoons, drawings, CGI and other non-photographic representations of child sexual abuse.  

This service is similar to our URL List, but it only includes webpages or images that aren’t real photos of the suffering of child victims.

Our analysts assess each image based on a guide that strictly conforms to UK law. Individual pictures are manually viewed and human eyes used to make the judgement. Web addresses are only added to our dynamic NPI URL List if they are assessed in breach of UK law because we work to have UK hosted NPI URLs removed. However, this service is available to all IWF Members, wherever they are in the world.

Members of the tech community often just want to do the right thing. They want to protect users, staff and children, regardless of the legal framework in their countries.

Our NPI URL list is regularly reviewed to make sure URLs are removed once the image has been removed from the web. This means over blocking doesn’t become a problem.

IWF Members have exclusive access to our NPI URL list. This means they’re able to protect their staff and web users online. It also means they can join our global fight against all child sexual abuse imagery online.

How can tech community Members use the NPI URL List to protect users online?  

  • It helps block access at a network level. Companies use the unique list to block access to known webpages with non-photographic child sexual abuse images (illegal in the UK) at network level. This happens while we work to have the pictures removed*.
  • By filtering. Our NPI URL List can be included in filtering solutions, so that customers can be protected from accidentally viewing these pages.
  • By preventing indexing by search engines. Search providers can use the list to stop these (UK illegal) pages from being indexed. This means they won’t show up in search results.
  • Trusted assessments: Our analysts are world-class at manually assessing each image included on the list. Each evaluation is based on strict UK law guidelines. 

IWF Members can access our NPI URL List under licence. Companies who could benefit from the list include:
