An Evaluation of IWF’s Reporting Portals - Key Findings

The Internet Watch Foundation (IWF) launched its first International Reporting Portal in 2013 to help people report child sexual abuse material online where no national hotline exists, and has continued to expand the programme ever since. These Portals offer a safe and anonymous way for individuals to report child sexual abuse imagery so that it can be assessed and removed by trained analysts at IWF.

In 2025, IWF, with funding from Safe Online, commissioned Altai Consulting to complete the first independent evaluation of the programme. This review covers more than a decade of activity across 53 countries and territories and provides the most detailed assessment of the Portals to date. The evaluation examines how the Portals function, the extent of their global reach, the impact they have achieved and the limitations that prevent them from reaching their full potential.

What the Evaluation Shows

The findings show that the Reporting Portals provide an important reporting route in countries and territories where no equivalent mechanism exists. They now cover more than 2.8 billion people, including over a third of the world’s children, and have enabled the removal of thousands of items of child sexual abuse material that would otherwise have remained online. The report also highlights the severity of the content identified through the Portals, with a high proportion involving very young victims and the most extreme forms of abuse.

At the same time, the evaluation identifies several challenges, including limited public awareness, difficulties navigating the reporting process and barriers linked to digital literacy, localisation and partner capacity. It also outlines the need for stronger integration with wider online child protection initiatives. These insights are presented within the report, along with recommendations to strengthen the programme in the years ahead.

Online child sexual abuse material continues to grow globally, particularly in low and middle-income countries where reporting options are limited. This evaluation provides a detailed evidence base for understanding where the Reporting Portals are making a difference and where further improvements are needed. It also offers guidance for partners, funders and organisations working across the international child protection ecosystem.

What Next for IWF's International Reporting Portals

IWF is now reviewing its wider international strategy, which includes the future direction of the Reporting Portals. The findings from this evaluation will play an important role in shaping that work. As the new strategy is finalised in early 2026, IWF will set out the next phase of development for the Portals and outline how we will strengthen our global response to online child sexual abuse.
