Before joining the Internet Watch Foundation, Keren was employed by Harlow Council as their Head of Customer Services. She joined the Council in 2005 and was responsible for managing the Council’s Contact Centre, and its ICT, Communications, HR and Policy and Procurement teams. As part of the senior management team, she was responsible for the Council’s re-classification from a ‘poor’ to a ‘good’ Council, making Harlow one of the fastest improving District Councils in England.
 
In previous roles in local government, Keren has been responsible for policy, performance management and research teams, covering corporate services and social care. As Head of Policy and Review for Cambridgeshire County Council, Keren was responsible for overseeing the Council’s corporate assessments, with the Council being awarded an ‘excellent’ rating by the Audit Commission in 2004.
 
In 2004, Keren obtained a Diploma in Consultancy Practice from the Government’s Centre for Management and Policy Studies. She has also successfully graduated from the IDeA’s (Improvement and Development Agency) Advanced Leadership Programme and has received an ADSS (Association of Directors of Social Services) award for research into the educational and employment expectations of looked after children.
 
Prior to her career in local government, Keren worked for National Westminster Bank.
